*10 Rashi besides bringing the translation of
    BEHAVING LOOSELY (DEVIATING) also brings the
    pun between SHIN-TET-HEY and SIN-TET-HEY.

    SHIN-TET-HEY means FOOLISHLY while SIN-TET-HEY
    means BEHAVE LOOSELY. Hence the Rashi pun

    No one sins (adultery) without first
    behaving FOOLISHLY.

    But the simple meaning of SIN-TET-HEY
    is DEVIATION
    -----------------------------------------

    We can sum this up by saying that SIN-TET-HEY
    means BEHAVE LOOSELY. Rashi, as usual, simply
    gave a PUN to reinforce the meaning.
