BACKGROUND

Lv01 thru Lv08 discusses the sacrifices that Jews were obligated
or volunteered to give either as individuals or as a community.
For each sacrifice the Bible indicates
-- WHO must/may bring it
-- HOW it is offered
------ how is the BLOOD placed on altar
------ what is done with the animal or plant parts offered
-- WHEN is it brought; for what purposes

A majority of Rashis on sacrifices use the powerful method of
DOUBLE PARSHAS by which we extract nuances by comparing
similar paragraphs

THE LIST
--------
THe UP Offering chapter (Lv01) has a COMBINED paragraph
for SHEEP and GOAT UP offerings. By contrast the PEACE
Offering Chapter (Lv03) has 2 separate paragraphs. Why?

THE RASHI

-The SHEEP and GOAT UP offerings are the SAME
 Hence they have the same paragraph

-The SHEEP and GOAT PEACE offerings have 1 DIFFERENCE
 Hence they have different paragraphs

   Hence the Bible had to repeat the whole paragraph
   separately for SHEEP and GOATS.

   Note that the above logic uses the Rabbi Ishmael Principle

   If you have 2 laws (eg Sheep and Goats)
   And they differ in at least one place (Eg Precious fat)
   Then you cant treat them otherwise the same
   UNLESS the Bible explicitly identifies that sameness
   ----------------------------------------------------------

   So the Bible had to repeat the whole paragraph to let
   us know that the SHEEP and GOAT offering are identical
   in procedures EXCEPT for the one place (offer of the
   PRECIOUS FAT) where they differ.
