So there is an emphasis on
- HIS OFFERING
- he is not called PRINCE
- he did it for the TRIBE not FROM the children

Rashi-is-Simple and explains that NACSHON volunteered
his gift from his own funds. The other tribes used
funds from the PEOPLE of their tribe

We list 3 of the 12 days. On each day a separate
prince offered

We see two differences by the Tribe of Yissachar
-- Nethanayl is called the prince OF Yissachar
while other leaders are called prince TO

The word OF denotes intrinsicness

-- It is emphasized that Nethanayl OFFERED

Rashi-is-Simple and suggests that the other
leaders were VOTED leaders while Nethanayl
was BORN for leadership. It therefore seems
reasonable that Nethanayl was a leader of
leaders and suggested that the princes bring
gifts.

Rashi is in fact supported by the verse that
the Tribe of Yissachar was known for its
scholarship but I believe the main argument
is as outlined above*10
