* Balak was POLITICALLY concerned--he didn't want encroachment
* Bilam was EMOTIONALLY concerned--he hated the Jews

This gives rise to three themes
* Balak gave REASONS for wanting the Jews out; Bilam simply HATED
* Balak was DIPLOMATIC; Bilam was VULGAR
* Balak just wanted a WARNING SHOT fired; Bilam wanted DESTRUCTION
